Across much of Sub-Saharan Africa, secondary education has been the weak link in students’ progression from primary education to either higher education or employment. To achieve higher standards of secondary education, new and more effective approaches to recruiting, retaining and retraining teachers and principles are necessary.
This report examines critical issues in these three domains through an extensive literature review and an analysis of field studies from Ethiopia, Ghana, Guinea, Madagascar, Tanzania, and Uganda that identifies current trends, challenges, and opportunities in improving the quality of secondary education. The study also suggests practical ways of attracting, retaining and supporting teachers and principles, while considering issues of gender and HIV and AIDS, which cut across the three aspects.
