What are the determinants of school non-participation in Sri Lanka?

Despite legislation making education for 5 – 14 year olds compulsory, only 93 % of children in this age group are in school in Sri Lanka. Moreover, the education participation rates are not equitable across the country. This paper examines the determinants of school non-participation in Sri Lanka using household, community and school level information obtained from an island wide survey. The paper starts by giving an overview of school education structure in Sri Lanka and then moves on to discussing the underlying theoretical considerations used in the empirical analysis. The author identifies the following variables as explanatory variables:
