Parallel worlds: rebuilding the education system in Kosovo

Lessons learned from post-war planning and management of education in Kosovo

The aim of this case study is to identify lessons that can be learned from the planning and management of education in Kosovo from June 1999 to 2004.
An emphasis is placed on social and political issues and the analysis is grouped around five themes:
  • the influence and relevance of history, tradition and politics on post-war education work
  • the tension between the need to resume schooling using existing resources, institutions and curricula, and the urge to reform and modernise the education system
  • the ambiguity regarding authority when an outside body assumes the leadership role in education
  • the gap between policies, plans and strategies developed at the central level and their impact at the local level
  • the way the above four themes are manifested in school and system governance, educational access, curriculum development and the concerns and needs of teachers.
