In the context of the 2005 Make Poverty History campaign which forced governments to make promises on aid, this report looks at how to keep these promises in 2006. It examines what needs to be done to achieve the education MDG of making sure every one of the world's children is able to go to school by 2015.

The paper argues that a new educational partnership linking countries that have promised funding with those desperately in need of it is needed. Increased aid must be stable, long term and predictable so that developing countries can put in place the long term, ambitious 10 year plans for investment to achieve education for all.

The paper also discusses the importance of girls’ education, investing in health with particular regards to HIV and AIDS, abolishing user fees and the need for a comprehensive approach to education.
