This report aims to contribute and inform the ongoing debate on policy options for education in Cambodia. The paper provides an empirical analysis of the role of demand- and supply-side factors and policy interventions in facilitating access to, completion of, and learning in basic education, especially for the most disadvantaged children.

Cambodia has experienced a significant increase in public resources devoted to education, particularly recurrent expenditures in the basic education sector which include increased emphasis on demand-side interventions; increased attention to improving education quality; and increased focus on lower secondary education. However, some important challenges remain.
