Aid agency support for education: gaps between intention and action - Christopher Colclough

Strong commitments were made by the Millennium Declaration, in 2000, to achieve universal primary enrolment, gender equality and women's empowerment as part of a set of policies to halve the incidence of poverty by 2015. The international aid community played a central role in this process. This paper asks whether the aid mechanisms for achieving these goals are in place and whether the processes of international monitoring and accountability that have been established are adequate for the task.
