One of the largest expenditures a modern nation makes is on the education of its people. How much it spends and how it spends ist resources to provide education can have an influence on economic and social outcomes - economic growth, income distribution, social mobility and the society's sense of wellbeing. In this paper, I review some of the important decisions that governments make regarding educational spending and educational delivery. I focus on the possible trade-off between investing in educational quality and quantity and in various strategies that are associated with increasing the amount of education that young people take and in the quality of the education they receive. I also discuss the implications of educational financing choices and choices about the organization of educational delivery.
